Rules & Regulations


RULES & REGULATIONS :

 

  • It is an open access library, with free access for all the members/card holders to every section/corner of the library.
  • The working hour of the library is from 9.30 a.m. to 4.30 p.m. on all working days. From 4.30 p.m. to 5.30 p.m. the library hour has been extended (only for Media Centre/Reading Room services would be available during this period). There is provision for half an hour of lunch break from 2.00 p.m. to 2.30 p.m.
  • Apart from the normal working days the library shall also remain open during the semester breaks.
  • Personal belongings (except small purses) shall not be allowed to be carried by the readers into the library. There is provision for property counter at the entrance.
  • The students must produce their Identity Cards and Library Cards at the time of borrowing and returning books.
  • The students can see the Online Public Access Catalogue (OPAC) of the library to check the availability of books within library database.
  • Books, Journals & previous years question papers are issued to the bonafide student/teachers/external members of the college as per following guidelines –

  • Rare books, reference books, unbound periodicals, books on fine arts, maps & question papers bound in book frame, may not be issued.
  • No book shall be issued on loan which, in the opinion of the Librarian, is not in a condition to be handled by the borrower.
  • In case of any book being in great demand the Librarian may regulate the use of the same in a manner he/she considers proper.
  • The Librarian may recall any book from any borrower at any time if such circumstances arise.
  • On justified ground the Librarian may refuse issuing a book to any borrower without assigning any reason thereto.
  • In case of loss of a library card, the borrower must report immediately to the Librarian who shall issue a fresh card after receiving satisfactory explanation and payment of Rs.50/-
  • The students must be in college uniform in the library.
  • Decorum and silence should be maintained by the students within the library premises.
  • The students are liable to punishment and fine if they misbehave or damage the book/ any other property of the library.
  • Borrowers must check for any kind of markings/mutilations within the book. If markings/mutilations are detected, it is their duty to bring it to the notice of the Library Assistant at the counter and get it recorded to avoid penalty at time of return of the book.
  •  The borrowers shall not sub-lend the books issued from the library.
  • Students must acquire Library Clearance Certificate from the Librarian before declaration of their Final Results. It is mandatory for all students to produce Library Clearance Certificate to obtain Mark-sheet & Pass Certificate.

MEMBERSHIP:

       There is provision for seven different categories of Membership in the College Library viz.

  • Student Member (HS, UG (Major), UG (Core)
  •  Teacher Member (Permanent; Temporary)
  • Non Teaching Member
  • External Member (Retd. Faculty/ Employee of the College; Others)
  • Institutional Member (Colleges; High Schools; H.S. Schools; Regd. NGOs)

 

ENROLLMENT FEE:

  • There is no Enrollment fee for regular Students/ Teaching & Non teaching faculties of the College. However a regular student of the College has to pay a sum of Rs. 150.00 as Library fee (Utility fee) each year at the time of Admission.
  • For External Members the enrollment fee is Rs. 500.00.
  • For Institutional Members there is no enrollment fee.

 

CAUTION MONEY:

  • The Caution money for regular Students (UG & HS) is Rs. 500.00 (Five hundred only), which they have to pay at the time of their admission into a program. It is refunded at the end of the program unless forfeited due damage of library property.
  • The Caution money for Students under self financing mode (UG) is Rs. 500.00, which they have to pay at the time of their admission into a program. It is refunded at the end of the program unless forfeited due damage of library property.
  • There is no caution money for teaching & Non teaching members of the College
  • Caution money for external member is Rs. 1000.00
  • For Institutional Members there is no Caution Money.

 

PENALTY:

  • In case of loss or damage of a book the borrower/ reader must pay a penalty, which is equal to the current price of the book or has to replace it with a brand new edition of the same book. If the book is one of the volumes of a set, the borrower /reader may be asked to replace the whole set.
  • An overdue charge/late fine of Rupee 1/- per day, per book shall be charged from the borrower in case he/ she fails to return the books on due dates.

 

BOOK BANK:

  • The Book Bank, which is under the purview of the College Library, is meant for providing books on loan to the poor and needy students of the college.
  • BENEFICIARIES :
    • Regular students of the college.
    • Students belonging to economically weaker families (with annual income not more than Rs. 36,000.00)
  • RULES & GUIDELINES FOR BENEFICIARIES:
    • Filled in application in prescribe format (to be issued by the library at the beginning of 1st semester classes) has to be submitted at the library along with income certificate of the parents/ guardians and a certificate from the HoD of the concerned subject/any senior teacher.
    • Books from the Bank are issued to the beneficiaries for one Semester(U.G. student)/ Session (H.S. student)
    • A minimum of two books are to be issued on loan to each beneficiaries. The upper limit of the number of books to be issued as loan is dependent upon the availability of books and number of applicants in a particular session.
    • The books must be returned and clearance certificate from the library must be obtained immediately after the examination if over. Failing which the following penaltywill be imposed :
      • A late Fine of Rs. 500/- per book.
      • Mark and Pass Certificate will not be issued to the defaulter.

MOBILE LIBRARY:

Mobile Library is the extension wing of the Central Library of Women’s College, Tinsukia. It is a part of a unique scheme initiated with a view to providing the benefit of the rich and diversified resources of the library to rural academic institutions/NGOs where there is dearth of such resources (books and other study materials)

 

RULES & GUIDELINES:

  • The Membership under this scheme will be of Institutional Membership Mode.
  • Member institute has to sign a Memorandum of Understanding with Women’s College, Tinsukia
  • Maximum number of books to be issued   : 50  
  • Borrowing days  : 30
  • The schools/centres shall have to register their names by filling up a Registration Form of the Host institution. Viz. Women’s College, Tinsukia.
  • A representative (Authorized by the Head of the institution) of every institute/school/centre has to take the responsibility of receiving books from the library of Women’s College, Tinsukia and distributing the same among the interested readers at their own institution.  
  • The representatives of the institutes/schools/centres have to instruct the readers for proper use of the books and tell them that it is mandatory to return the borrowed books on time.
  • The representatives of the institutes/schools/centres have to return the books to the library of the host institute within two days of expiry of the borrowing period.
  • Outside students/readers may also visit the College library and use the collection specifically created for them
  • In case of loss or damage of books the borrowing institution must pay a penalty equal to current price of the book/or replace with new books.
